Know how your city works.

A plain-language starting point for understanding districts, public meetings, city records, and how development decisions are made.

How West Palm Beach city government works

West Palm Beach is governed by a Mayor and a five-member City Commission, with each commissioner elected from a district. Land-use and development matters can move through staff review, advisory boards, and public meetings before the responsible public body acts.

This guide helps residents find the official source, understand the broad process, and know where to ask questions. Official notices, agendas, staff reports, and adopted records control whenever a summary here differs.

The broad path

How a major development proposal moves

Every case is different. Use this outline to orient yourself, then rely on the official agenda, staff report, and application record for the actual process.

Step 1

Application and staff review

An applicant submits plans. City staff review the proposal against applicable plans, codes, and process requirements.

Step 2

Public and advisory review

Depending on the proposal, the Planning Board, Downtown Action Committee, or another public body may review it and make a recommendation.

Step 3

Decision

The responsible public body considers the application, staff analysis, recommendations, and public input before acting.

Step 4

Follow-through

Approvals may carry conditions, later permitting steps, or changes. Follow the official record rather than an early rendering or announcement.

Boards and jurisdiction

Understand who reviews—and who decides.

The Downtown Action Committee reviews certain downtown projects, while the Planning Board reviews matters such as rezonings, future land-use changes, and major proposals. Both are advisory; the City Commission or another authorized body makes binding decisions. Confirm the path for a specific case in its official record.

The City handles local zoning and land use, city streets, water and sewer utilities, city parks, police, fire rescue, and code enforcement. Palm Beach County, regional agencies, the School District, and the State control other services, so identifying the responsible body is an important first step.

Transparency

Make a useful public-record request

Florida public-records law gives residents broad rights to inspect and copy government records. A clear request is usually easier to route and fulfill.

Be specific

Identify the record

Name the topic, department, useful date range, address, project, or case number when known.

Keep a trail

Submit and track

Send the request to the City Clerk or relevant department; written requests make follow-up easier.

Know the basics

No reason required

You generally do not have to explain why you want a public record.

Plan ahead

Ask about costs

Extensive requests may carry reasonable copying or labor charges; ask for an estimate when needed.
